83. Mr. E. P. Smithasked the Secretary of State for the Home Department whether he will consider bringing forward legislation to reintroduce a system of State lotteries on a wide and varied scale, so that the large amount of money which the spirit of hazard, inherent in the British people, induces them to expend annually upon games of chance, betting, sweepstakes and football and other pools, may be encouraged into more publicly beneficial channels.
