§ Mr. BelcherI am in touch with the organisations of both sides of the industry about the establishment of a development council and an outline of the main provisions of the necessary Order was sent to them about 10 days ago. I am awaiting their comments on this document, which I hope will provide the basis for agreement on the form and functions of the Council.
