84. Captain Marsden

asked the Secretary of State for the Home Department by whose authority motorists desirous of attending the rally in Hyde Park on 23rd October were misdirected by the police, who prohibited cars from parking in previously agreed positions, and informed a number of motorists bound for the rally, that it was cancelled or banned.

The police had instructions to facilitate the attendance of motorists taking part in the rally, without impeding the normal flow of traffic, and these instructions were carried out. Complaints that the police had acted as suggested in the Question were investigated on the spot in the presence of a representative of the organisers of the rally and proved to be without foundation.
