§ Mr. IsaacsThis hostel, covering 101 houses with approximately 1,000 rooms, accommodates 1,500 workers engaged on important industrial undertakings, a number of whom are shift workers requiring meals from 4.15 a.m. and after 10 p.m. and it is essential for security reasons and fire precautions to have the, passages lighted by low powered lamps during the night. A recent record of electricity consumption compares very favourably with other hostels despite the necessity to maintain a kitchen service practically throughout the night. Instructions provide that all main electric switches in the sleeping quarters are disconnected from daybreak until dusk, and these instructions are strictly carried out, There is a patrol outside the premises throughout the night who reports any extravagance in the use of lighting.
