§ Mr. BelcherAll straw for paper making is bought by the Paper Control from the Straw Trading Company and sold by the Control to mills at a uniform price. The Straw Trading Company pay to straw merchants for wheat straw in Scotland £4 12s. a ton delivered by road to mills and £4 7s. f.o.r. The merchants undertake to retain no more than 7s. a ton as their commission. The Paper Control sell delivered to mills at £5 10s.
