Mr. Symonds

asked the Under-Secretary of State for Dominion Affairs if he is aware that outside service stations in Japan the yen is worth about 1d., whereas the official exchange rate is 60 yen to the £ and if he will make representations to the Allied Control Council with a view to adjusting the exchange rate in order to limit the black market.

In so far as the British Commonwealth Occupation Force in Japan is concerned, this is primarily a matter for the Australian Government since it is they who on behalf of the Commonwealth Governments concerned, adminster the Force; but I know that the Australian Government are aware of the situation and of the need to curb black market activities.
