§ 126. Mr. Beswickasked the Secretary of State for Foreign Affairs if the draft of any British document to be submitted to the Human Rights Commission will be first published in this country for the discussion and approval of the British people.
Mr. McNeilA United Kingdom draft International Bill of Human Rights has been prepared and will be presented to the Drafting Committee of the United Nations Commission on Human Rights, meeting in New York today. I consider it desirable that this preliminary draft, which is of a very tentative nature, should come under public discussion and it has, therefore, been issued as a non-Parliamentary publication.
