I have arranged for both the original document and the summary to be made available in the Library of the House of Commons; hon. Members will realise that the summary must not be regarded as official It is not the practice of His Majesty's Government to re-publish in this country White Papers issued by foreign governments for whose accuracy they can accept no responsibility
