§ Mr. LindgrenNo, Sir, Montreal has not been chosen as the permanent venue264W for all International Civil Aviation Conferences, but it is the seat of the Provisional International Civil Aviation Organisation established under the Interim Agreement on International Civil Aviation to which the United Kingdom is a party, and meetings of the Interim Council of this organisation and of its committees and divisions are normally held there. Montreal may also, under Article 45 of the Convention on International Civil Aviation, signed at Chicago on 7th December, 1944, become the permanent seat of the International Civil Aviation Organisation to be established under that Convention when it enters into force.
