§ Mr. ShinwellNone, Sir, except in a few cases where ships were loaded or loading and transhipment could not conveniently be effected or would involve a waste of shipping and/or wagons, and in very special cases where refusal of supplies would prejudice the working of a pit or would block the clearance of wagons. It is not possible to give any estimate of the quantity which may be involved by these special cases as they arise, but the quantity will be negligible.
