110. Mr. Hastings

asked the Minister of National Insurance what arrangements are proposed to ensure that orphans' benefit under the National Insurance Act will be used in the best interests of those concerned.

There are no powers in the National Insurance Act to direct how this benefit, now termed guardian's allowance, is to be used. The allowance is, however, only payable where the orphan child is for the time being included in the guardian's family and if for instance, on account of inadequate care, the child were removed from that person's family the allowance would no longer be payable to that guardian.
