§ Mr. IsaacsDeferment of learners and apprentices is subject to the condition that they are receiving training under a scheme generally accepted by the industry concerned as providing them with the skill or qualifications recognised by the industry as necessary for employment in the occupation which they intend to follow. There is no generally recognised system 459W of training in the building industry for young men who are learning their trade in a builder's office, and in such cases, therefore, the condition referred to is not usually fulfilled.
