I regret that, because mackerel landings are so small and so scattered, the scheme for the purchasing of herring surpluses for oil and meal cannot be extended generally to cover mackerel; but my right hon. Friend is considering whether, at the ports where arrangements for buying herring surpluses already exist, it would be practicable to buy mackerel also if factory capacity is available.
