asked the Secretary of State for War whether his Department have the obligations of a repairing lease lessee as regards matters such as necessary outside painting and repairs to pipes damaged by frost.

In the case of property held on requisition under Defence Regulations, there is neither a covenant by the Department nor a Statutory obligation to do any work of maintenance. The obligations are to pay compensation under the Compensation (Defence) Act, 1939, which, by Section 2 (1) (b) of the Act, is limited to a sum equal to the cost of making good any damage which may have occurred during the period for which possession is retained, no account being taken of fair wear and tear
