§ Mr. Rhys Daviesasked the Secretary of State for the Colonies whether he is satisfied that the provisions of the Nigeria Criminal Code (Amendment) Ordinance, 1947, will not impede the progress of trade unionism and collective bargaining.
Mr. Creech JonesWhile I have not yet received the Ordinance, I have seen a copy of the Bill, as published in the "Nigeria Gazette" of 20th February. It reproduces with slight modifications the provisions of Sections 4 and 5 of the Conspiracy and Protection of Property 379W Act, 1875, as at present in force in this country. While recognizing the differences between Nigeria and the United Kingdom, I do not consider that the healthy progress of trade unionism and collective bargaining in Nigeria will be impeded by provisions analogous to those which have been in operation in this country for so many years.
