88. Mr. Walker-Smith

asked the Minister of Health whether he will instruct local authorities to grant licences for alterations to existing buildings and houses, and supplementary licences for proposed houses and houses in the course of erection, to cover such work as may be necessary to improve the insulation of houses and to save fuel, as recommended by the Egerton Report of the Department of Scientific and Industrial Research.

Where the local authority decide that a licence can properly be issued, having regard to the available labour and materials, there is nothing to prevent this work being carried out.
