asked the Secretary of State for the Colonies what answer has been sent to the request of the Seychelles Civil Service Association for a commission of inquiry into their conditions of service and particularly into questions of salaries, promotion and leave.

The Seychelles Civil Service Association recently made certain representations to me relating to their conditions of service and requested,inter alia, that I should order an impartial inquiry into those conditions by someone from outside the Colony. In view of the fact that none of the points raised by the association had been previously submitted to the Governor for consideration. I caused them to be informed that I was not prepared to consider any such matters which had not, in the first place, been discussed by the association with the local Government.
