I have requested the Governor to inform the Association that I regret that, with the exception of the extension of the franchise to civil servants, the changes advocated 313W by them cannot be accepted as I have no assurance that there is general public support for the views expressed in the memorial, and as I am not persuaded that the proposals are likely to be of benefit to all the parties concerned.
