81. Mr. Touche

asked the President of the Board of Trade if he is aware that, owing to shortage of paper, a number of persons in the horticultural trade are unable to become subscribers to the "Horticultural Trades Journal;" and, in view of the difficulty of members of the trade keeping themselves informed of Government orders and directions affecting their trade unless they obtain their trade's journal, if he will take steps to increase the supply.

Mr. Belcher:

Additional paper, over and above the normal allocation, is already allowed to the "Horticultural Trades Journal," and I regret that I cannot, at present, increase the quantity.
