§ Mr. SilkinI am well aware that the variation or revocation of an operative planning scheme and the refusal of permission for development may impose on local authorities a liability for compensation. In most cases, however, no question of immediate payment arises, and I shall be introducing legislation to deal comprehensively with the matter before very long.
