§ Miss WilkinsonPayments have been made, or are in process of being made, to 83 students at the University College and University Training Department. The majority of these could not have been paid earlier, as, though the term began on 5th October, the certificate of attendance, which is my Department's authority to pay was not received from the college until 18th November. There are, no doubt, other applications at various stages of consideration in the Department, but until an award has been decided, candidates are not classified under institutions, and it is, therefore, not possible to say, without having names, whether a particular candidate has applied for an award, has been told that he will receive one, and has supplied the necessary particulars for calculating his grant.
