asked the Secretary of State for the Colonies whether the proposed team of statisticians and nutritionists, to compile a cost-of-living index and to study expenditure-patterns in Nigeria, as recommended by the Tudor-Davies Report, has been set up; and whether he will make a statement on its progress.

This team has not been set up. because the reconstitution of the wages structure for the established staff in Nigeria, with which the proposal was linked in the Report, has been dealt with by the Commission on the Civil Services of British West Africa. Further, the fixing of minimum wages is already provided for through the medium of labour advisory boards appointed under the Labour Code I hope, however, that, when the necessary staff is available, the Government of Nigeria may be able to set up a team, including officers with the special qualifications required, to carry out cost-of-living investigations.
