asked the Minister of Town and Country Planning whether he will take steps to see that in any inquiry consequent upon a compulsory purchase order the chairman assessor shall be an independent person and not a civil servant attached to the Ministry.

Mr. Silkin:

No, Sir. The responsibility for the actual decision in such d case rests with me, and I am satisfied that those appointed by me to hold inquiries report to me with complete fairness all the circumstances and points of view presented to them. It is normal practice for inquiries into the acquisition of land to be conducted by civil servants.
