§ Colonel StanleyIt is not proposed to appoint a successor to Mr. Noel Hall as Development Adviser in West Africa. Since the time of his appointment the position has materially changed in that special posts have been created in Nigeria and the Gold Coast for the planning and organisation of development. It is not, therefore, thought that this particular post is now necessary, especially as improved1404W air communications enable close personal contact to be maintained between the local authorities and my advisers in London.
