asked the Minister of Labour the authority under which the ruling by the Central Register to the effect that in the case of employees of Government Departments, his Ministry, in consultation with the Treasury, has agreed not to submit such employees for other employment unless the consent of the employing Government Department is obtained, has been made.

An arrangement on the general lines referred to by my hon. Friend was made in the exercise of my responsibility for the allocation of the man-power of the country. The arrangement involves consultation with, but not necessarily the consent of, the employing Government Department before submission is made.
