asked the President of the Board of Trade what steps are being taken to implement the undertaking regarding the restarting of non-nucleus firms, given in paragraph 3 of the White Paper on the Concentration of Production, Cmd. 6258, and presented to the House in March, 1941.

As my predecessor stated on 26th September last in reply to a Question by my hon. Friend the Member for Moss Side (Mr. R. Duckworth), full deconcentration is unlikely to be possible until Japan has been defeated, but, subject to the circumstances of each industry and in consultation with those concerned, my Department is taking every opportunity, as labour and materials become available, to assist closed firms to re-open, and progress is being made.
