§ Sir H. Williamsasked the Parliamentary Secretary to the Ministry of War Transport if he will place in the Vote Office copies of the Report of the Sub-Committee of the Traffic Advisory Committee on the question of rear lights for cyclists.
§ Mr. Noel-BakerThe Sub-Committee to which my hon. Friend refers were all members of the Transport Advisory 979W Council, to which their report was submitted. The full Council considered this report and drew up their own findings, which they submitted to the Minister of Transport, and which were published as a White Paper in 1938. The Council did not transmit the report of the Committee to the Minister, who was, therefore, unable to publish it in the White Paper. Plainly, therefore, my Noble Friend could not publish the report now.
