§ Mr. ShinwellSome time ago I requested all lighting authorities to put out street lighting at midnight, but owing to1296W a number of practical and technical difficulties, I later asked them, as an alternative, to make an overall cut of at least 50 per cent, in their fuel consumption on street lighting. I have made it clear that I regard this 50 per cent. as a minimum, and that a substantially greater saving should be practicable in most cases. I am glad to say that in general the authorities have co-operated readily, though in certain individual cases there is still room for further economies; I shall continue to press for these.
