asked the Secretary of State for the Colonies whether, in view of his decision to allow 500 new European settlers in Kenya, he will give an under taking that these settlers will be confined to Kenya nationals and no new European settler immigrants will be allowed until there is evidence that sufficient land is available for African settlement schemes.

No, Sir. The settlement schemes will be organised substantially as proposed in the report of the Settlement Schemes Committee, so that the tenant farming scheme will be primarily for ex-Servicemen, with first priority to Kenya residents, while undoubtedly such classes will receive special consideration in the assisted-ownership scheme. The schemes cannot be confined to Kenya residents. The provision to be made for African settlement and resettlement schemes is fully described in Section III of Kenya Sessional Paper No. 8 of 1945. It will not be affected by European settlement, which of course, by Order in Council, is confined to the Highlands. The position is fully explained in the Kenya paper.
