§ Mr. IsaacsMy Department is able to seek the loan of skilled or unskilled military personnel in an emergency when civilian labour is not available for urgent work of national importance and consults with the local representatives of the trade unions concerned. The employer to whom such a loan is made is required to pay to the War Office the normal civilian rate for the job. My Local Officers and the Production Departments are fully informed of this scheme and put it into operation wherever necessary.
