Friend has in mind the possibility of the grant of loans or credits to the Mexican Government. I understand that the object of the Mission is primarily commercial, and that there is no question of any such facilities being sought. I am, of course, aware of the unfortunate position of British holders of Mexican Government and Railway Bonds.
