§ Mr. George HallHis Majesty's Government attach importance to the early restoration of full communications with France and the matter is receiving the urgent consideration of the authorities concerned. It is, however, essential in connection with business messages to ensure that efficient trading with the enemy controls are operating in France, particularly in view of the influence which the Germans have acquired, and may seek to perpetuate by covert means, over French industry (finance and commerce). Business messages will be allowed as soon as arrangements to deal with this difficult problem have been made.
