asked the President of the Board of Trade whether it is the policy of his Department to encourage small specialist industries in urban centres in the rural districts; and whether these generally have survived the strain of the war effort.

Mr. Dalton

It has been the policy of the Government during the war to encourage munition or essential civilian production wherever immobile labour and other facilities such as transport are available; and many such units in small towns have proved of great value.
