§ Mr. H. MorrisonThe principle to which my hon. Friend refers has been generally accepted by local authorities. Where existing arrangements have not been in reasonable conformity with it the authorities are considering its application to their arrangements in consultation with the Regional Commissioners. In some cases action has already been taken either by the members affected themselves, or by the local authorities, and I see no reason to be dissatisfied with the progress that is being made.
