Smithersasked the Minister of National Insurance whether, under Part II of the insurance proposals, the suggested appeal tribunals will be as independent as county court and High Court judges in settling disputes and will appellants be allowed to give evidence on oath and to be represented by counsel.
§ Mr. H. MorrisonI have been asked to reply. These tribunals in dealing with cases coming before them will act in a judicial capacity and must therefore be independent. As regards the last two parts of the Question, no decisions have yet been taken; these matters are being considered in the light of the views expressed in the recent Debate. Parliament will, of course, have full opportunity of discussing them when the Bill is presented.
