asked the Minister of Health why the statement of offences and warnings of punishment, which are printed under the heading "Notice" on the last page of the National Registration identity card, are not accompanied by any reference to the statutory authority under which the punishments threatened may be imposed?

It was thought preferable to utilise the very limited space available on the identity card by including as simple as possible a statement of the principal duties of the holder in regard to the card. This statement is far from complete; and any formal citation of the penal provisions of the National Registration Act would have abridged it still further.
