asked the Minister of Health whether he will reconsider the case, details of which have been submitted to him, of a medical practitioner now filling an appointment under a local authority in Kent, who has been refused permission to apply for a better appointment under another local authority in Scotland; and by what sanction he restricts movements of members of medical staffs of local authorities?

No, Sir. This case has already been very carefully considered and I am advised that the practitioner in question cannot be spared from, or adequately replaced in, his present position. The necessary powers are conferred by Articles 54B and 58A of the Defence (General) Regulations, 1939. I am sending my hon. Friend a copy of a circular that I have issued to local authorities on the question.
