§ Mr. H. MorrisonThe Government policy is described in my statement of 23rd September, 1943, to which I would refer my hon. Friend. Removable blackout has always been recommended, where practicable, as preferable to permanent blackout. The immediate substitution of removable for permanent blackout would, however, be impracticable owing to the quantities of material and labour required, and the prohibition suggested would therefore seriously affect production. My right hon. Friend the Minister of Production is doing what is possible with the resources at his disposal to improve the position.
