Since the issue of the 1938 warrant there have been changes in the organisation of the Post Office, and it became necessary to delegate existing powers of signing certain documents to officers on newly created grades. Some minor extensions of power to sign on my right hon. Friend's behalf have also been made, for example, of the power to issue licences for the sale of stamps.
