§ Mr. E. BrownThe procedure for the war-time emergency programme of cottages for farm workers has been designed to be as simple as is possible in the special circumstances. Full authority has been delegated to regional officers to settle most matters locally. The details of the arrangements are given in a circular which has been issued to the rural district councils concerned, and I am sending my hon. Friend a copy.
