asked the Minister of Health whether, in any reconstitution of local authority areas, he will take into consideration the attitude of local authorities which do not permit public discussion on the council committees' reports?

I do not think that the point referred to by my hon. Friend would be relevant to any inquiry which might be instituted in relation to local government areas.
