§ Sir R. Clarryasked the President of the Board of Trade whether he is aware of the difficulties in exporting goods to the United States of America owing to the fact that ad valorem duty is chargeable under their Customs law on the actual selling price of the article in Great Britain, which includes Purchase Tax, involving a severe penalty on exporter and manufacturer in this country and consequent serious possibilities to our post-war export trade; and what steps he proposes to take by negotiation with the authorities of the United States of America or by adapting the incidence of our Purchase Tax to obviate these penalties in the United States of America?
