asked the Secretary of State for the Colonies whether, in view of the backward social, economic and educational standards prevailing among the indigenous populations of our East African Colonies, he has under consideration the setting up of a special development commission on the lines of the Stockdale Commission now at work in the West Indies?

The question of the best machinery for extending help to other areas, similar to that being given in the West Indies, is one which I have in mind, and I would refer to the remarks I made on 16th March in the Debate on Colonial Administration, in replying to a similar point made by the hon. Member for Shipley (Mr. Creech Jones). The establishment of a commission for East Africa on the lines of the Stockdale Commission is not, however, at present in contemplation.
