Dr. Morganasked the Secretary of State for the Colonies whether he has approved the scheme for a central water board for the Colony of Trinidad, British West Indies; whether this water board is to be set up by legislation in the Local legislative council or by war defence regulations under the Governor's powers; whether, in any such scheme, powers of 391W control will be afforded to local municipalities over the supply of such water as is available to different areas; and whether he will consider appointing elected representatives as far as possible to the directorate of the board?
