With regard to the second part of the Question, a retailer may obtain from the food office such authorisation to obtain butter and lard as he may need for the legitimate conduct of his business. I understand that a formal receipt by way of coupons or otherwise is now given by health inspectors when they take rationed foods in the course of their duties.
