§ Mr. A. HendersonCargoes at these ports are mainly unloaded by native labour and by prisoners of war. It is, however, always necessary to employ some British stevedores and personnel of dock operating units for supervision, for distinguishing particular stores and for re-consigning them to other ports. They are also used to help if it is necessary to clear an unusual number of ships, particularly if this has to be done at night.
