asked the Minister of Pensions when, and by what authority, a means test is applied against an ex-Service man in receipt of treatment allowance, so as to reduce the amount of cash payment below that provided as a minimum in paragraph 32 in Command Paper No. 6459?

There is not a means test for the special allowances payable during treatment in lieu of the current award of pension, but they are subject to the condition that the patient is deemed unable, in consequence of the course of treatment given to him, to provide for the support of himself and his family. It is, therefore, and always has been, a condition of the grant of these allowances that the patient shall not draw the allowance in full when he does not cease to draw wages or receives sick pay in lieu of wages. The Command Paper definitely referred to men eligible for treatment allowances at the full rate and did not therefore cover this class of case.
