asked the Under-Secretary of State for the Colonies whether he is aware of dissatisfaction in Nigeria among civil servants respecting the interim cost-of-living award; whether the Cost of Living Committee has completed its work and issued its final Report; and what action is being taken adequately to meet grievances arising from the increased cost of living?

The Cost of Living Committee issued its report on 22nd June. After careful reviewing the report, the Governor on 25th July announced the award of a cost-of-living allowance to all Government employees earning not more than £220 per anum at rates of 50 per cent., 40 per cent. and 25 per cent. according to the estimated rise in the cost of living in each district, with special allowances in addition in the case of the lower paid employees. The award is retrospective to October 1st, I941. I am sending my hon. Friend a copy.
