Inquiry has shown, however, that in 104,000 out of 109,000 cases in the whole of Scotland, pensioners have received the recent increases in full. In the relatively small remaining number, the pensioners were already in receipt of additions varying in amount, under Section 13 of the Old Age and Widows' Pensions Act, 1940, and where necessary modified increases to place the pensioners on an equality with others in like circumstances, were given.
