Mr. W. Roberts

asked the Secretary of State for India whether he will cause to be published a White Paper on the events leading up to the present situation, including the terms of the ordinances under which arrests have taken place, the Whipping Act and any other measures for the preservation of law and order?

Mr. Amery

I do not consider the publication of a White Paper necessary at present. The Defence of India Rules, under No. 26 of which the arrests were made, and the enactments relating to whipping and the imposition of collective fines have of course been published in India and copies are available in the Library.
